WITH reference to your telegram No. 135, I have the honour to state that it is thoroughly understood by Tong that the Company's rights under the Preliminary Agreement, of which the Chinese Government has recognized the validity (see Sir E. Satow's despatches Nos. 119 and 192A), are in no way impaired by any verbal arrangement with him to let the Soochow line stand over (see your telegram No. 112 and my telegram No. 123), and that our verbal arrangement is at an end if obstruction to the completion of the Kowloon Final Agreement is offered on the Chinese side, or if Chekiang takes material steps in violation of the rights of the Corporation. Agitation in Chekiang would seem to be weakening, and if Bland keeps quiet there is, in any case, more chance of its doing so.

The statement about a railway from Soochow to Kashing is being inquired into. Close observation is being given to the whole matter, and I shall not fail to uphold the Corporation's rights if they are really threatened.
